Open Source Web Design is a site to download free web design templates and share yours with others. With currently over 2080 free designs! it’s a must check out.
2- Open Designs
The Open Design Community is a hub for open source website designers from around the world providing thousands of XHTML and CSS based free web design templates available for download. They’re offering over 1360 designs to choose from at the moment.
3- Free Website Templates
Free Website Templates, as the name says, offers a collection of nifty / free templates. Easy to download, theme based and a good resource.
4- Templates Box
Templates Box is one of my favorite website that offers free and premium templates. Along-with these, they also offer free flash based templates, logo, newsletter based themes and much more.
5- Art Of The Web
Art Of the website is another unique source of free website design templates. You’ll find a lot of quality stuff here.

Elated has been one of my favorite websites for free templates over the years. They don’t have much to offer but whatever they have, it’s quality. Do check them out.
